  • Overview

    Under the direction of the Director of Workforce Development, the Program Manager will develop and maintain pipeline programs that position under-represented and diverse students in the healthcare and STEM workforce. The Program Manager will manage all pipeline programs and program staff in order to ensure alignment with AltaMed’s organizational goals and to fill gaps of the Primary Care Workforce. The Program Manager will design and manage programs to achieve reduction in barriers to admission and retention in college, medical school, and/or graduate programs. The Program Manager will oversee superior student engagement in clinical and non-clinical settings and will design and implement appropriate reporting, evaluation, and improvements to achieve program goals. The Program Manager will operate efficient, compliant, customer service-oriented programs.

    Responsibilities

    1. Provides management of all programs’ day-to-day operations and supervises direct reports by ensuring staff development and the delivery of effective, high-quality services to all students/clients.
    2. Identifies clinical and non-clinical undergrad and graduate programs in health related fields that best align with the Strategic Workforce Plan and administers training, recruitment and employment programs.
    3. Develops and maintains effective working relationships and partnerships with multiple community agencies, workforce development agencies, universities, colleges, vocational programs and high schools to deliver training programs to students, and those underrepresented in medicine and biomedical science through strategic analysis that supports pipeline programs.
    4. Works with Development and Grants Management to identify funding opportunities that address gaps in the Primary Care Workforce and align to the Strategic Workforce Plan. Develops programming to address gaps and integrate and leverage all available resources.
    5. Manages multiple fiscal line-item expenditures and compliance requirements to support budget development.
    6. Implements, monitors and evaluates all department reporting and performance against program goals to demonstrate a return on investment. This includes, but is not limited to, monthly productivity reports on intern and partnership activity.
    7. Partners effectively with HR Analytics, Systems, Workforce Planning, Business Services, Talent Acquisition and Talent Management and Payroll to ensure consistent, compliant, effective processes for all interns, students, fellows and clients.
    8. Manages staff performance in meeting department goals, and makes decisions based on staff challenges and activities. Hires and develops staff.
    9. Performs analysis on measurable goals to support the Director in creating a strategy to deploy resources and anticipate return on these efforts, in order to achieve department, program/division, and corporate goals.
    10. Represents AltaMed on internal and external committees and working groups, through networks and partnerships to manage logistics of intern programs, and ensure successful and desirable programs for students, interns, fellows, and program directors.
    11. Establishes seamless integration of pipeline programs within AltaMed to enhance coordinated services of workforce development, and develop strategic plans to expand pipeline programs in AltaMed’s service area.
    12. Ensures compliance with Department of Labor, federal and state regulations, and private contract guidelines, and makes program and policy modifications as needed.
    13. Assists the Director with the review of program policies and procedures, and the development of new ones.
    14. Implements and manages a service-oriented culture within the department to ensure service levels are established and achieved according to AltaMed’s values.
    15. Performs other related duties as assigned.

     

    Qualifications

    1. Bachelor’s Degree from an accredited college or university program in Business Administration, Public Health, Health Administration, School Counseling, Social Work, Nursing, or other related health or social science field required. Master’s Degree preferred.
    2. Minimum of 5 years of experience with workforce development and career development programs with student populations and diverse communities from different social and economic backgrounds. Knowledge of higher education setting, including graduate education. Experience must include a minimum of 4 years of managerial experience required, preferable in a health or social services setting.
    3. Managing complex community programs with diverse stakeholders. This experience should include developing, managing, and monitoring budgets, grants and contracts.
    4. Experience advising or mentoring students.
    5. Bilingual: English/Spanish preferred.
