    Under the direction of the Director, Government Affairs, this position is responsible for providing implementation and execution support for legislative and advocacy agenda by managing and monitoring the state and federal legislation tracking system for legislation impacting AltaMed operations and patients; develop legislation summaries. Additional responsibilities include reviewing and analyzing proposed legislation in order to recommend advocacy strategy, preparing policy briefs and for the management of the Government Relations Intern Program.

    Responsibilities

    1. Manage and monitor state and federal legislation tracking system for legislation impacting AltaMed operations andpatients; develop legislation summaries. Review and analyze proposed legislation in order to recommend advocacy strategy; prepare policy briefs.
    2. Maintain current working data base of key federal, state and local representatives.
    3. Prepare research reports, fact sheets, letters and other written materials as needed.
    4. Assist in developing, implementing and evaluating grassroots advocacy campaigns to support leadership directives and priorities.
    5. Identify, cultivate and manage all relationships with colleges, universities and programs that act as feeder schools for public policy interns.
    6. Recruit, orient, train, manage and review interns. Provide scheduled coverage for all AltaMed clinic-based sites and monitor and track government relations assignments given to interns.
    7. Liaise and interface with corporate departments and staffs to provide effective intern placements and activities throughout AltaMed service delivery sites.
    8. Interface with County, State and Federal legislative staff and local municipalities with respect to legislation, budget priorities and public policy issues which impacts AltaMed, patients and under-served populations.
    9. Provide essential staff support to leadership in preparation for meetings with government and regulatory officials including development of testimony, briefing and presentation materials.
    10. Testify before Legislative and regulatory bodies as directed.
    11. Coordinate legislative forums, town hall meetings and in-services on health and human services issues for AltaMed staff and other Community representatives as directed.
    12. Attend Coalition/Association meetings on behalf of AltaMed’s Government Relations Department. Cultivate and maintain relationships essential to execution of internship deployment and success of the program.
    13. Handle special assignments or grant funded projects which further the Government Relations Division’s Strategic Plan as directed.
    14. Responsible for social media and website updates and work closely with Communications department to disseminate social media and website communications needed for implementation of advocacy activities.
    15. Performs all other related duties as assigned.

    Qualifications

    1. Bachelor’s Degree in Political Science, Public Policy, Public Affairs, Public Administration or related field required; Master’s Degree preferred.
    2. Minimum of 4 years of experience in legislative, advocacy or public policy work required.
    3. Experience in developing written and printed materials aimed at legislators or senior level policy makers.
    4. Experience in grass roots advocacy activities also required.
    5. 3 years management level experience.
